Regional symbols don’t work as expected (Tracks 1.7, Apache, MySQL)

Just installed Tracks 1.7 on my web host (Apache+mod_ruby, MySQL) and ran into very annoying problem.
I use regional (Russian) symbols in my action and project descriptions and some of characters get screwed up after page reload. I found that at least Russian “И” (unicode 0418) and “ш” (unicode 0448) become “�?”.
MySQL database collation and connection collation are both “utf8_unicode_ci”.
It’s also not possible to use tags with these symbols (if I try to add a tag containing one of two symbols mentioned, Tracks just keep doing something until timeout).
Can anyone comment on this? Is it a Tracks problem or maybe a problem with configuration of my server?

I’m not sure where the problem lies. Symbols like é and á are working for me. I don’t think Tracks has really been tested well for regional symbols. I think it is best to add a bugreport on this, so someone with experience on this could look into it.
